עבאס לא רוצה יחסים במושב האחורי, בפינת יער נידחת
המשותף לתוצאותיהן של כל ארבע מערכות הבחירות שנכפו עלינו בשנתיים האחרונות, החל ממועד א’ (לכנסת ה-21), הוא שאי אפשר היה להקים ממשלה עם נתניהו, ואי אפשר היה להקים ממשלה בלעדיו.
והשאלה היא איך יוצאים מן הסבך הזה.
רק להזכיר: בכנסת ה-20 הייתה לו לנתניהו קואליציה של 66 ח“כים, ועם פרישתו של אביגדור ליברמן מהקואליציה נשארו לו רק 61 אצבעות.
אין ספק שקשה לנהל ממשלה עם רוב דחוק כזה, כאשר כל ח“כ או שניים שדרישותיהם לא נענות יכולים להפיל את הממשלה, ואם נענים להם – גם אחרים רוצים צימוקים מהעוגה.
מה עשה נתניהו? הקדים בשבעה חודשים את הבחירות לכנסת ה-21, מנובמבר 2019 לאפריל 2019, ובכך הוא קיווה להשיג שני דברים: האחד – לזכות ברוב קואליציוני רחב יותר, והשני, כנראה החשוב יותר – לדחות את פרסום החלטתו של היועץ המשפטי לממשלה, אביחי מנדלבליט, על העמדתו של נתניהו לדין פלילי בגין העבירות עליהן נחקר. הרי “לא יעלה על הדעת” שהיוהמ“ש יפרסם דבר כזה ערב בחירות, דבר שכמוהו כ“התערבות הפקידים בהליך הפוליטי“.
כמובן שאם היוהמ“ש היה מחליט לנקות את נתניהו מכל חשד, ודוחה את הפרסום עד לאחרי הבחירות – גם זו הייתה “התערבות הפקידים בהליך הפוליטי“. ובמלים אחרות: ה“פקיד” מנדלבליט היה חייב לתאם את מועד הפרסום לציפיותיו של החשוד בנימין נתניהו.
בניגוד להנחת–העבודה של נתניהו, מנדלבליט הוכיח שהוא לא פראייר, לא שיחק לידיו, ופרסם את מה שהחליט, במועד בו החלטתו הייתה בשלה לפרסום – ובדיעבד ברור עוד יותר שהוא צדק, שהרי אם מנדלבליט היה דוחה את פרסום החלטתו כל “ערב בחירות” – היא לא הייתה מתפרסמת עד עצם היום הזה – אם בכלל.
וכמו שאת פרסום החלטתו של היוהמ“ש נתניהו לא הצליח לדחות – גם להרחיב את הקואליציה שלו הוא לא הצליח, בחירות אחרי בחירות, ונכון לכתיבת הדברים האלה, לגוש נתניהו יש 59 מנדטים בלבד, וזה אומר שבכל סבב בחירות הוא הפסיד, בממוצע, חצי מנדט.
אבל עדיין קיימת הבעייה שאי אפשר היה להקים ממשלה עם נתניהו, ואי אפשר היה להקים ממשלה בלעדיו – ומסתמן כי גם עכשיו הבעייה לא תיפתר.
כמובן שעדיין עומדת האופציה להכניס את רע“מ לתמונה, אבל כאן נכנסת לתמונה הבטחתו הטרייה של נתניהו (“רע“מ לא תהייה האצבע ה-61, גם לא אשען עליה“ – ז“א שאפילו עם תמיכה שלה “מבחוץ” הוא לא יקים ממשלה, אבל, כמו שאמר לוי אשכול ז“ל, “הבטחתי, אבל לא הבטחתי לקיים“.
ואכן, ביבי לא מאכזב, יש לו ותק מוכח:
עבאס לא רוצה יחסים במושב האחורי, בפינת יער נידחת
אז נניח שכדי להמשיך את אחיזתו בבלפור, ולמרות כל הדברים שהוא, בנו וכל מעריציו, אמרו על הרע“מ, ביבי מסכים להתמקח עם יו“ר המפלגה הזאת, מנסור עבאס, וזה האחרון מסכים להתמקח.
אז עבאס אומר אוקיי, לך תגמור עם הגזענים, הקוראים לעצמם הציונות הדתית, נראה מה שתסכים איתם, ואחר כך נדבר.
ביבי אומר אוקיי, מסכים עם הגזענים על מה שמסכים איתם, וזה כולל גם שלושה תיקי שרים – תיק לכל שתי אצבעות בכנסת.
אומר עבאס: לפי המפתח הזה אני רוצה שניים וחצי תיקים – שני שרים וסגן–שר אחד, וכן כך–וכך למגזר הערבי (לפחות מה שהמגזר החרדי מקבל, פר–קפיטה.
נניח שביבי לא מסכים, אומר אני מוכן לתת למיגזר שלך הרים וגבעות, אבל רק כנגד תמיכה מבחוץ.
עבאס: אני לא רוצה לקיים יחסים במושב האחורי, בפינת–יער נידחת, אני רוצה לעשות זאת לאור היום, בחוצות הכרך.
נניח שביבי מסכים לכל (בספק), ונניח שהגזענים אוכלים את זה (בספק רב עו“ד יותר, אימתר בן-גביר כבר אמר שלא יסכימו להיכנס לממשלה, אפילו בתמיכה מבחוץ) – השאלה כמה זמן תחזיק קואליציית–ניגודים כזאת (הערכה שלי – עד שביבי ירגיש שמועד–בחירות נוסף יהיה כדאי לו).
אבל נניח גם את ההיפך – שזה לא יעבוד, ונשארת האופציה של קואליציית רק–לא–ביבי, וכאן נכנסת לתמונה בעיית האגו.
המצב כרגע הוא שנפתלי בנט ומפלגת ימינה מהווים את לשון המאזניים בין גוש–ביבי לבין גוש לא–ביבי, וכאן נכנסים לתמונה משחקי–האגו: בנט וגדעון סער (7 מנדטים כ“א) הצהירו שהם לא יסכימו לשבת בממשלה בראשותו של יאיר לפיד (18 מנדטים), זה האחרון לא על נקלה יסכים לשבת תחת אף אחד מהם, וכמה מהם לא יישבו עם המשותפת.
ייתכן שלאור התוצאות הסופיות ישתנו דברים, אבל בספק רב.
צריך לחוקק הוראה – ולו גם הוראת–שעה בלבד – לפיה ראש הממשלה לא חייב להיות חבר הכנסת – הדבר הזה יאפשר למצוא מועמד מוסכם, מועמד בעל מעמד ציבורי, שיוכל לאחד את העם סביב תוכנית–מינימום מוסכמת שתשקם את הכלכלה, הבריאות, החינוך ועוד, ולדחות את המפריד – סיפוח, מדינה פלשתינאית וכו’ – לימים טובים יותר, בהם העם יבין שיש חיים גם אחרי הנתניהו.
ההצעה הזאת באה בנוסף להצעות להגביל את מספר הכהונות של ראשי ממשלה, ולמנוע כהונת ראש ממשלה ממי שתלוי נגדו כתב אישום על עבירות חמורות.
